Introduction
The Jammu and Kashmir Reorganisation Act, 2019 reorganized the former State of Jammu and Kashmir into two Union Territories—Jammu & Kashmir (with legislature) and Ladakh (without legislature). This change followed the abrogation of Article 370 and the modification of Article 35A. Consequently, the Legislative Assembly of the Union Territory of Jammu and Kashmir functions with powers similar to those of the legislatures of other UTs with legislatures such as Delhi and Puducherry.

Nature of the Jammu and Kashmir Legislative Assembly
It is a unicameral legislature with members directly elected by the people.
The Assembly has a five-year term unless dissolved earlier.
The Union Territory is administered by the Lieutenant Governor representing the President.
Provisions relating to the Assembly are broadly based on Article 239A and Article 239AA-type arrangements for Union Territories.
Powers and Functions
Legislative Powers: Can legislate on matters in the State List and Concurrent List except public order and police, which remain with the Union.
Financial Powers: Approves the budget and controls expenditure of the UT government.
Executive Accountability: The Council of Ministers headed by the Chief Minister is collectively responsible to the Assembly.
Deliberative Role: Debates policies and addresses regional developmental issues.
