Introduction

Semiconductors are the backbone of modern electronics used in devices such as smartphones, computers, automobiles, and defense systems. They are also critical for emerging technologies like Artificial Intelligence (AI), 5G, Internet of Things (IoT), and electric vehicles. With increasing global demand, geopolitical tensions, and supply chain disruptions (such as during the COVID-19 pandemic), India aims to become a global semiconductor manufacturing hub. To achieve this goal, the Government launched the India Semiconductor Mission (ISM) in 2021 with a financial outlay of about ₹76,000 crore to develop a robust, self-reliant semiconductor ecosystem and reduce import dependence.

Challenges Faced by the Semiconductor Industry in India

  • High Capital Requirements: Semiconductor fabrication (fab) plants are highly capital-intensive, often requiring investments of $5–10 billion or more, making entry barriers extremely high for domestic firms.

  • Lack of Advanced Infrastructure: Semiconductor manufacturing requires uninterrupted power supply, ultra-pure water, cleanroom environments, and advanced logistics, which remain inadequate in many parts of India.

  • Technological Gap: India lacks cutting-edge fabrication technology (sub-10 nm nodes) and is dependent on global leaders like Taiwan (TSMC) and South Korea (Samsung), limiting its competitiveness.

  • Supply Chain Constraints: Heavy reliance on imports for critical inputs such as silicon wafers, photolithography equipment, and rare earth materials exposes India to global supply disruptions.

  • Shortage of Skilled Workforce: There is a limited pool of highly specialized engineers and technicians trained in semiconductor fabrication, design, and packaging.

  • Policy and Execution Risks: Delays in project approvals, land acquisition, and coordination among stakeholders can hinder timely implementation.

Salient Features of the India Semiconductor Mission

  • Financial Incentives: Provides up to 50% fiscal support for setting up semiconductor fabrication plants and display manufacturing units, reducing the financial burden on investors.

  • Design Linked Incentive (DLI) Scheme: Encourages domestic startups and companies to engage in chip design and innovation, leveraging India’s existing strength in software and design services.

  • Promotion of Semiconductor Ecosystem: Focuses on developing the entire value chain, including assembly, testing, marking, and packaging (ATMP) and OSAT facilities.

  • Public–Private Partnerships: Promotes collaboration between global semiconductor giants and Indian firms to facilitate technology transfer and investment inflows.

  • Research and Skill Development: Strengthens institutions like IITs and research labs, and promotes specialized training programs to build a skilled workforce.

  • Strategic and Geopolitical Importance: Aligns with national security priorities by reducing dependence on imports for critical technologies used in defense and telecommunications.

Conclusion

Developing a strong semiconductor ecosystem is vital for enhancing India’s technological sovereignty, supply chain resilience, and economic growth. While challenges related to infrastructure, technology, and skills persist, sustained policy support, global partnerships, and investment in innovation can position India as a key player in the global semiconductor value chain. The success of the India Semiconductor Mission will be instrumental in realizing the vision of Atmanirbhar Bharat and establishing India as a technology powerhouse.
