Introduction

The North-Eastern region of India is strategically significant due to its location, sharing international borders with China, Myanmar, Bangladesh, Bhutan, and Nepal, and acting as India’s gateway to Southeast Asia under the Act East Policy. The region is also characterized by immense ethnic, linguistic, and cultural diversity. However, it has historically faced persistent insurgency, ethnic conflicts, and governance challenges arising from identity issues, underdevelopment, and perceived political neglect. In the past decade, the Government of India has increasingly adopted a dialogue-based and development-oriented approach, signing multiple peace accords to integrate insurgent groups and strengthen long-term regional stability.

Major Challenges to Internal Security and Peace Process

  • Ethnic and Identity-Based Conflicts: The presence of multiple tribes and communities with distinct identities has led to demands for autonomy, separate states, or greater political representation, often resulting in inter-community tensions.

  • Insurgency and Armed Groups: Militancy by groups such as ULFA, NSCN factions, NDFB, and others has historically challenged state authority, leading to violence, extortion, and instability.

  • Cross-Border Security Issues: Porous and difficult-to-manage borders with Myanmar, Bangladesh, and Bhutan facilitate illegal migration, arms trafficking, drug smuggling, and safe havens for insurgent groups.

  • Underdevelopment and Governance Gaps: Inadequate infrastructure, unemployment, limited connectivity, and weak administrative penetration in remote areas contribute to alienation and unrest.

  • Inter-State Boundary Disputes: Long-standing territorial disputes, especially involving Assam and neighboring states, create periodic tensions and law-and-order challenges.

  • External Influence and Geopolitics: Proximity to sensitive international borders exposes the region to external interference and strategic vulnerabilities.

Major Peace Accords and Agreements in the Past Decade

  • Naga Framework Agreement (2015): Signed between the Government of India and NSCN(IM), it marked a significant step toward resolving the decades-old Naga insurgency through peaceful negotiations.

  • Bru–Reang Agreement (2020): A historic tripartite agreement among the Centre, Tripura, and Mizoram ensured permanent settlement of displaced Bru refugees, addressing a long-pending humanitarian issue.

  • Bodo Peace Accord (2020): Agreement with NDFB factions and Bodo organizations led to disarmament, enhanced autonomy through the Bodoland Territorial Region (BTR), and reduction in violence in Assam.

  • Karbi Anglong Agreement (2021): Brought multiple Karbi insurgent groups into the mainstream, ensuring their rehabilitation and greater autonomy for the region.

  • Assam–Meghalaya Boundary Agreement (2022): Partial resolution of inter-state disputes reflects cooperative federalism and confidence-building among states.

  • Reduction in AFSPA Areas: Improved security situation has enabled gradual withdrawal of the Armed Forces (Special Powers) Act from several areas, indicating normalization.

Conclusion

The government’s approach combining peace accords, inclusive development, infrastructure expansion, and improved governance has significantly reduced insurgent violence in the North-East. However, sustaining peace requires continuous dialogue, addressing ethnic aspirations, strengthening border management, and ensuring equitable economic growth. A balanced strategy integrating security, development, and diplomacy will be crucial for long-term stability and integration of the region into India’s growth trajectory.
