In India, they function as non-State actors complementing governance. However, they are sometimes perceived as anti-State actors when they challenge government policies.

  • Policy Criticism: CSOs often question government decisions on issues such as environmental protection, human rights, and development projects.

  • Advocacy and Protests: Campaigns against projects like large dams or mining may appear as opposition to State authority.

  • Foreign Funding Concerns: Regulatory frameworks like the Foreign Contribution Regulation Act (FCRA), 2010 highlight concerns about external influence on domestic policy.

Why CSOs are Essentially Non-State Actors

  • Democratic Accountability: They act as watchdogs, strengthening transparency and good governance.

  • Service Delivery: CSOs assist in implementing welfare schemes such as health, education, and rural development.

  • Public Participation: They amplify citizens’ voices and facilitate participatory governance, as emphasized by the 2nd Administrative Reforms Commission.

Conclusion

Thus, CSOs should be viewed primarily as partners in governance rather than adversaries. Constructive engagement between the State and civil society can strengthen democracy, accountability, and inclusive development.
