The Union Public Service Commission has released the UPSC Cut-off 2025 for Prelims, Mains and Final. UPSC total marks and cut off play a crucial role in a UPSC aspirant’s journey towards their goal of joining the administrative services.
The Prelims examination consists of two General Studies papers: General Studies I and General Studies II. While GS paper I is important for merit ranking, GS Paper II is merely qualifying in nature having minimum qualifying marks set at 33%.
The Mains examination consists of nine papers but only seven of them contribute to merit ranking. The English Language paper and Indian language paper are qualifying in nature and therefore do not contribute to final ranking.

Factors that influence UPSC Cut-off
There are multiple factors that affect the UPSC cut-off and these influence the number of successful candidates who qualify all stages of the UPSC examination.
The key factors that influence the UPSC Cut-off are:
Difficulty level: The UPSC Cut-off tends to be relatively lower when the level of questions is challenging as candidates may not be able to score high marks. On the flip side, when the exam questions are easier, the cut-off is on the higher side.
Number of vacancies: When the number of vacancies is higher, the UPSC can accommodate a large number of candidates and hence the cut-off is relatively lower.
Reservation: There is a reservation policy for categories like OBC, SC, ST, etc. The cut-off marks for different categories varies as per the number of candidates and the number of seats reserved for them.
Normalisation: In the Prelims examination, the UPSC follows the process of normalisation in order to ensure fair calculation of cut-offs. The marks of candidates are adjusted across different question papers with variance in difficulty level.
