UPSC Prelims Answer Key 2025: Official PDF, Cutoff and Marksheet
UPSC released the official UPSC Prelims Answer Key 2025 on 13 May 2026. The set-wise PDFs cover GS Paper 1 and CSAT. The General cutoff was 92.66 out of 200, a sharp rise from 2024. This guide shares the official PDF links, category-wise cutoff, marksheet download steps and how to use the key for the 2026 cycle.


The Union Public Service Commission released two separate PDFs, one for General Studies Paper 1 and another for CSAT Paper 2 (GS Paper II).
You will find one PDF per paper, with all four question sets (A, B, C, D) covered. The numbering of questions changes across the four sets, but the questions themselves are identical. Set A is treated as the reference set.
The 2025 paper was widely seen as moderate to tough. Aspirants and coaching faculties flagged unconventional History questions, a longer Polity section, and a slightly easier Environment portion.
The CSAT paper was a fresh shock for many, continuing the pattern set since 2023. Roughly 5.83 lakh candidates wrote the exam out of around 13 lakh registered. Only about 14,627 cleared the cutoff for Mains.
UPSC does not release the prelims answer key right after the exam. The Commission waits till the entire CSE 2025 cycle is over and the final result is declared. For Prelims 2025, the timeline worked out as follows.

GS Paper 1 Answer Key: UPSC Prelims 2025
GS Paper 1 had 100 objective-type questions worth two marks each. Each wrong answer attracted a deduction of one-third (about 0.66 marks).

CSAT Paper 2 Answer Key: UPSC CSE Prelims 2025
CSAT Paper 2 had 80 objective-type questions worth 2.5 marks each. Negative marking was one-third per wrong answer, roughly 0.83 marks.
CSAT is qualifying in nature. A candidate needs at least 33% of 200 marks, which is 66.67 marks, to be eligible for Mains.

An unattempted question carried zero marks. Only the GS Paper 1 score decided who moved to Mains. The CSAT score got discarded the moment a candidate crossed 66.67 marks.

The Commission published the official cutoff on 9 March 2026, three days after the CSE 2025 final result. Persons with Benchmark Disability are abbreviated as PwBD.

The 92.66 figure surprised many aspirants. It was the highest General cutoff since 2020 (92.51). Two reasons explain the jump.
First, the GS Paper 1 was relatively more attempt-friendly compared to 2023 and 2024
Second, the candidate pool keeps getting better with every cycle, and the top of the score distribution has shifted upward.
The OBC cutoff at 92.00 sat just 0.66 marks below General. This near-overlap reflects the intense competition within the OBC pool, where the creamy layer rule keeps the eligible population smaller and stronger.

The 2025 cutoff completed a clear bounce-back from the 2023 low. For UPSC Prelims 2026 aspirants, this suggests the safe target should be 100 or above in mock tests, keeping a 10-mark buffer above the 2025 General cutoff.
The 2026 Prelims is scheduled for 24 May 2026. That gives you a clean window to plug the 2025 paper into your revision plan.
Three reasons make the 2025 answer key the single most useful PYQ resource for 2026.
First, it is the freshest signal of UPSC's framing style. The 2025 questions reveal which topics the Commission considers core, which it now uses as filler, and which formats (statement-based, assertion-reason, match-the-pair) it favours. Older papers carry good content but slightly stale form.
