SC Pushes EV Policy Review Amid Pollution Crisis

The Supreme Court observed that it may be time to revisit the National Electric Mobility Mission Plan (NEMMP) 2020 to promote electric vehicles amid worsening air pollution in the national capital.
Revisiting NEMMP 2020
Justice Surya Kant noted that five years have passed since NEMMP 2020 and suggested that the policy may need to be revisited.
The Court emphasised worsening air pollution in the national capital as a trigger for policy reassessment.
Petition and Arguments
A Bench headed by Justice Surya Kant heard advocate Prashant Bhushan, appearing for NGO Centre for Public Interest Litigation, who urged the government to provide incentives to encourage consumers to shift to electric-powered vehicles.
Bhushan pointed out that electric vehicles are costlier than fossil fuel-powered vehicles and suggested that the government should lead by transitioning entirely to electric vehicles.
The petitioner-NGO had sought timely implementation of the Electric Vehicle Policy and Faster Adoption and Manufacturing of Hybrid & Electric Vehicles India scheme.
Government’s Response
Attorney-General R. Venkataramani, representing the Centre, stated that a complete shift to electric vehicles would be a major policy decision.
Proposed Pilot Cities
Justice Kant proposed starting a pilot project in metropolitan cities like Delhi, Mumbai, Kolkata, Chennai, and Bengaluru, and listed the case after four weeks.
In a related development on Thursday, Supreme Court judge Justice P.S. Narasimha, heading another Bench, advised lawyers to appear virtually in court considering the worsening pollution in the national capital.
