National security relies on soldier morale as much as it relies on modern weapons. The defence budget covers operational needs, but the duty of society to care for the veteran and the war-widow finds its expression through a special system: the Armed Forces Flag Day.
For a civil services student, understanding this day requires more than a ceremonial look. You must study the administrative structure of the Kendriya Sainik Board (KSB), the management of the Armed Forces Flag Day Fund (AFFDF), and the idea of the 'Social Contract' between a nation and its defenders.
Armed forces flag day is celebrated on December 7 every year. This tradition has continued since 1949.
After Independence, the Government of India faced a double challenge. It had to manage a young military while rehabilitating thousands of soldiers returning from the Second World War and the 1947-48 Kashmir Operations.
To solve this, the government set up the Defense Minister’s Committee on August 28, 1949. This group suggested observing a specific day each year to distribute small flags to civilians and collect donations. The core idea was simple: civilians share the responsibility of caring for the families of those who fight to protect the country's borders.

1. The Kendriya Sainik Board (KSB)
The Kendriya Sainik Board (KSB) manages the fundraising and distribution centrally. It is the top body under the Department of Ex-Servicemen Welfare, Ministry of Defence.
Chairman: The Raksha Mantri (Defence Minister) chairs the KSB.
State Level: At the state level, Rajya Sainik Boards manage the funds. The Governor or Lieutenant Governor usually chairs these boards.
2. The Armed Forces Flag Day Fund (AFFDF)
Before 1993, multiple separate funds existed for war-bereaved, war-disabled, and other services. In 1993, the Ministry of Defence joined these separate funds into a single corpus known as the Armed Forces Flag Day Fund (AFFDF).
Tax Benefit: Contributions to this fund are exempt from Income Tax under Section 80G of the Income Tax Act, 1961.
The purpose of Flag Day for Armed Forces is to express gratitude to Indian soldiers. They lose a lot of duty while fighting for their lives. Both wounded people and martyrs are honored on this day. Life would not remain peaceful without their efforts. In India, public duty is demonstrated on Armed Forces Flag Day.
Following freedom in 1949, this event began. The leaders realized that defense personnel needed assistance. It is becoming more powerful every Armed Forces Flag Day in 2025.
The collected funds are used for three main goals:
Rehabilitation of Battle Casualties: Providing prosthetic limbs, modified scooters, and special medical care for soldiers disabled in action.
Welfare of Serving Personnel: Supporting the families of personnel deployed in forward areas where communication and facilities are scarce.
Resettlement of Ex-Servicemen: Most soldiers retire between the ages of 35 and 40 to keep the army young. The fund helps them learn new skills to join the civilian workforce.
The theme of Armed Forces Flag Day 2025 is "Welfare and Gratitude". Modern warfare has expanded the definition of a "casualty" to include mental health issues like PTSD (Post-Traumatic Stress Disorder). The 2025 observance looks at holistic welfare for veterans and "Veer Naris" (war widows), not just physical rehab.
Also, the use of digital payment interfaces (UPI) and Corporate Social Responsibility (CSR) contributions has widened the reach of financial support, moving beyond the traditional paper flags.
The small flag distributed on this day represents the three branches of the Indian Armed Forces:
Red: Indian Army
Dark Blue: Indian Navy
Light Blue: Indian Air Force
For a future administrator, the Armed Forces Flag Day serves as a reminder of the bond between civil society and the military. It reinforces the idea that national security is a shared cost. It must be borne by the soldier on the glacier and the citizens in the city. Supporting the AFFDF is not charity; it is a national duty.
