The Union Public Service Commission (UPSC) announced the final results for the Combined Medical Services (CMS) Examination 2025 on December 22, 2025. This declaration marks the conclusion of a rigorous selection cycle that began with the written examination on July 20, 2025. The Commission has recommended a total of 812 candidates for appointment to various medical posts under the Government of India.
Aspirants can now access the official merit list PDF to verify their roll numbers and provisional status. This article details the statistical breakdown of the result, the download procedure, and the subsequent steps for selected candidates.
The UPSC CMS Final Result is the official rank list published by the Commission upon the completion of the recruitment cycle. It represents the aggregate performance of candidates in two distinct stages: the Computer-Based Written Examination (Part-I) and the Personality Test (Part-II).
The Commission compiles this list based on the vacancies reported by the Ministry of Health & Family Welfare and the Ministry of Railways. The document contains the names and roll numbers of candidates recommended for Category-I (Central Health Service) and Category-II (Railways and Municipal Councils).
The 2025 cycle witnessed a specific distribution of recommendations across different medical cadres. The Commission recommended 363 candidates for Category-I and 449 candidates for Category-II.

The table below provides the specific data regarding the recommended candidates:
Table 1: UPSC CMS 2025 Recommendation Summary
Metric | Category-I (Central Health Service) | Category-II (Railways/NDMC/MCD) | Total |
General | 162 | 182 | 344 |

The UPSC CMS Final Result 2025 is a PDF document available at upsc.gov.in. It lists the roll numbers and names of candidates who qualified in the written exam and interview. Candidates should use the search function (Ctrl+F) to locate their specific roll number within the list.
A significant number of candidates in the 2025 list hold "provisional" status. The Commission has marked the candidature of 376 recommended individuals as provisional. This status indicates that the candidate failed to provide specific original documents during the Personality Test.
These candidates must submit the required certificates to the Commission to regularize their appointment. The offer of appointment remains suspended until the Commission verifies the original documents. This provisional status remains valid for a period of six months from the date of result declaration. Candidates who fail to submit the documents within this timeframe will face cancellation of their candidature.
The Commission occasionally withholds results due to ongoing legal proceedings. For the 2025 cycle, the result of one candidate (Roll No. 0816710, Shri Yogesh Kumar) remains withheld. This action complies with a writ petition pending before the Hon’ble High Court of Rajasthan. The final status of this candidate depends on the judicial outcome.
The Commission employs a standardized protocol when two or more candidates secure equal aggregate marks. The UPSC CMS Result 2025 tie-breaker rules prioritize specific attributes to determine the final rank.
The order of precedence for breaking ties is listed below:
Written Examination Score: The candidate with higher marks in the Computer-Based Written Examination (Part-I) receives a higher rank.
Age Seniority: If written scores are identical, the candidate senior in age receives the higher rank.
Alphabetical Order: In the rare event that both written scores and birth dates match, the Commission ranks candidates alphabetically.
The Department of Personnel and Training requests a reserve list to fill vacancies that arise if recommended candidates do not join. The UPSC maintained a consolidated Reserve List for Category-II posts in accordance with Rule 13 (4) & (5) of the examination rules.
Table 2: Category-II Reserve List Breakdown
Category | Number of Reserved Candidates |
General | 30 |
OBC | 27 |
EWS | 02 |
SC | 01 |
Total | 60 |
Is the Marksheet Available Immediately?
The detailed marksheet is not available on the day of the result declaration. The Commission typically uploads the mark sheets to the official website within 15 days from the date of the final result publication. Candidates will require their roll numbers and date of birth to access their individual scorecards once the link becomes active.
Post-Result Process: Salary and Service Allocation
Successful candidates will receive communication from their respective allocated ministries. The Ministry of Health & Family Welfare manages Category-I appointments; the Ministry of Railways and Municipal Corporations manage Category-II appointments.
Service Allocation: The allocation of services depends on the rank achieved by the candidate and the preferences they submitted during the Detailed Application Form (DAF) stage. A candidate with a higher rank gets priority in service allocation over a candidate with a lower rank.
Salary Structure: The position of a Medical Officer falls under the Pay Level 10 of the 7th Central Pay Commission. The basic pay begins at approximately ₹56,100 per month. Officers also receive allowances such as Non-Practicing Allowance (NPA), House Rent Allowance (HRA), and Transport Allowance (TA), making the total emoluments significantly higher.
